<p>　　内蒙古鄂尔多斯准格尔经济开发区位于鄂尔多斯市准格尔旗境内，包括：准格尔产业园、大路产业园2个区块。</p>
<p>　　为全面提升服务保障自治区高质量发展能力，优化营商环境，提高服务效率和质量，根据《内蒙古自治区人民政府办公厅关于印发自治区进一步深化工程建设项目审批制度改革实施方案的通知》（内政办发〔2020〕19号）《自治区文物局关于加快推进文物保护区域评估工作的通知》（内文物发〔2021〕45号）《鄂尔多斯市人民政府关于印发鄂尔多斯市工业园区“区域评估”实施方案（暂行）的通知》（鄂府发〔2021〕159号）等文件要求，鄂尔多斯大路煤化工基地管理委员会报请对面积22.6143平方公里（地理坐标：详见附件）的已征收地块开展区域文物影响评估工作。</p>
<p>　　评估工作历经准格尔旗文物局组织实地调查，市文物考古研究院利用鄂尔多斯市不可移动文物数据库比对，自治区文物考古研究院核查后，自治区文物局予以批复《自治区文物局关于内蒙古鄂尔多斯准格尔经济开发区大路产业园文物核查的意见》（内文物博函〔2022〕36号）。</p>
<p>　　园区评估范围内工程建设项目共享区域评估成果，不再单独开展区域文物影响评估，后续评估区域内的文物保护工作按照自治区文物局批复（内文物博函〔2022〕36号）进行；列入负面清单的建设项目，以及位于区域评估成果中划定的文物遗迹区域的工程建设项目，需编制文物影响评估报告，按审批权限和程序逐级报上级文物行政管理部门，开展考古勘探和发掘。负面清单中包括以下情形：1.建设区域涉及风貌保护的；2.位于文物保护单位保护范围、建设控制地带的；3.地下或水下文物埋藏区的；4.法律法规规定必须履行审批程序的特殊情形。</p>
